CHENNAI: The death of a sailor, who went missing from Liberian registered vessel MT Kingfisher, which was docked in Chennai Port, was mired in controversy as the ship was allowed to sail without any inquiry by Indian officials two days after the incident.Radhakrishnan T K, who was sailing on board MT Kingfisher, an oil tanker, went missing around 4.20 am on July 28 and his body was located at Royapuram the same evening. A First Information Report was filed by the police the next day but the crew in the ship were not questioned.The Chennai Port authorities and the Mercantile Marine Department (MMD) said they were not informed about the death when the ship departed from Chennai Port on July 30.As per the Merchant Shipping Act of 1958, Section 358, the death of any sailor should be reported. This incident is a blatant violation of Section 358, said Manoj Joy, Chaplain Sailors Society. Director General of Shipping (DGS) Deepak Shetty told Express that any death should be reported at the MMD based in Chennai and it is their duty to conduct the investigation.For his part, the recruiting agent of the ship and director of Seaarland Management Services, Mumbai, Capt Jairam, citing the rules, said that he had informed the DGS headquarters in Mumbai, and produced the letters that were duly acknowledged by the dispatch section. But why inform Mumbai when the incident happened in Chennai? Jairam claimed he went by the rule book. If the DGS, Mumbai failed to act, it is their fault, he argued. It was also learnt from the agent that the immigration department in Chennai Port, which is not tasked to conduct the inquiry, was informed by Inchcape Shipping Services based in Chennai. “The ship was docked right in front of the MMD office, yet the agent did not inform MMD,” said Joy.When Express contacted S Barik, principal officer of MMD, he said his office had not received any orders from the DGS to investigate the incident. “If the DGS asks us to conduct an enquiry, we will do so,” he said.The office of the DGS had in 2006 specified guidelines on how the enquiry should be conducted when a death is reported on a ship.“The irony is we don’t know who is responsible for letting the ship sail without conducting any enquiry over the death of the sailor,” said Joy. GAA: Declan Bonner has been ratified as the new Donegal U21 manager following a meeting with the Donegal County Board.Declan Bonner is the new U21 manager.Bonner takes over from outgoing U21 manager Maxi Curran who was the helm for four years as U21 manager.Bonner led the Donegal minors to their first Ulster MFC in eight years when they defeated Armagh 2-12 to 0-10 in the 2014 decider. The side went on to reach the All-Ireland final, famously defeated Dublin in the semi-final before being narrowly defeated by Kerry in the final.However, this year there was disappointment for the minor side who were tipped to retain Ulster and possibly win the All-Ireland.They won the Minor league comfortably and defeated Tyrone and Armagh comfortably before they fell to a shock loss in their Ulster semi-final clash with Derry.There was controversy throughout their Ulster campaign which affected the side’s preparation. After their first-round win over Tyrone – allegations emerging that Donegal captain Michael Carroll was taunted about the death of his father Francie.Then following the victory over Armagh, two Donegal players were given a TWO month for an incident that occurred in the tunnel during half-time.That ban was eventually reversed and Bonner will be hoping he can continue on the success he has made with the minors at U21 level.Succeeding Bonner in the minor position will be Milford man Sean Paul Barrett.Barrett has coached Donegal sides at U16 level to Buncrana Cup success and also took the Donegal U17 development side which won the McGuigan Cup. Set in the Caribbean in 1715, Black Sails tells a gritty tale in a world that has the trappings of civilization but few of its rules.The eight-episode first season was shot at the Cape Town Film Studios – where filming of the second season is already under way.The set in Cape Town is, the Los Angeles Times says, a “massive backlot that contains a beach, a water tank with a life-size replica of an actual pirate ship and a fully functioning pirate town that stands in for the remote Bahamas outpost of New Providence Island”.

These waves float all around us, every day. Our phones, Wi-Fi routers, and even the electric meters on the side of our homes use radio waves to communicate.With so many devices coming online now with the proliferation of the Internet of Things, this spectrum is becoming a very cluttered place.See also: Are smart city startups really just Cleantech 2.0?The terahertz band, however, is like a brand new toll road. It’s paved and ready with many lanes open for traffic. Unfortunately, there aren’t a lot of people using it. This is due to the fact that for decades we’ve been using radio waves and all of the accessible technology does, too.This means innovators need to think outside the radio wave. They need to come up with a new technology that can communicate efficiently on the terahertz band.Dr. Josep Jornet, an assistant professor in the Department of Electrical Engineering at the University of Buffalo School of Engineering and Applied Sciences, is currently working on a three-year research project leveraging a $600k grant from the United States Air Force Office of Scientific Research.The goal of this program: to develop a wireless network that operates in the terahertz band.Jornet recently noted from the University of Buffalo, “For wireless communication, the terahertz band is like an express lane. But there’s a problem: there are no entrance ramps.”Terahertz band: The challenge and the solutionTerahertz waves have a lot of great communications potential. It’s a space where data can be transmitted much faster than through radio waves. It is also largely virgin territory free from the noise that millions of wireless devices are generating.Unfortunately, there is a downside to these waves. It is difficult to use them to carry a signal across long distances. Where you can use a relatively low-powered radio transmitter to send a signal across miles or even into space, the terahertz wave is a bit more complex.One solution being examined by Jornet and his team are tiny graphene-based radios that enable nano-devices to not only send and receive data, but to do so as part of a type of nano-swarm that enables the signal to be transmitted across a longer distance.Instead of sending a slow signal from point to point using radio waves, these little nano radios would carry a signal through many different smaller points. This allows a lot more data to travel a greater distance.The result, tiny nano devices sending and receiving data at a rate of over 1 terabit per second. That’s fast.These antennas are also remarkably small thanks to the graphene materials. They are just 10-100 nanometers wide and one micrometer long. For reference: a nanometer is one billionth of a meter.The applications for this technology are very real. The medical field would benefit greatly from nano-machines that can travel harmlessly through the human body, reporting any issues and offering valuable insights into the patient’s health.If this research proves fruitful, we could be seeing another big step towards not just a better Internet of Things, but an Internet of Nano-things. Senior Shiv Sena leader Sanjay Raut on Sunday said that November 23 was a “black Saturday” and maintained that the Maha Vikas Aghadi (the Sena, the Congress, the NCP) still had a majority with 165 legislators. Speaking to the media on Sunday morning, Mr. Raut said, “[NCP chief] Sharad Pawar is a national leader, if the BJP is trying to break his party, this will boomerang on the BJP. Even before the Assembly election, there was an attempt to break the NCP when the BJP poached people from the NCP. Poaching Ajit Pawar was their last move which has boomeranged. They were expecting around 25 MLAs to support Ajit Pawar. I hope the BJP has come out of that delusion now. Nearly all the NCP MLAs have returned, barely five MLAs may have stayed, and in return of five MLAs, the BJP has given Ajit Pawar Deputy CM position? They were supposed to be good at business but now are struggling,” said Mr. Raut. He went on to say that the three parties together still had the numbers. “All Congress-NCP, Sena MLAs are with their respective parties. We now have a majority of 165 MLAs, I had said 170 in the past but now five are missing, some of them will return too. They have been kept somewhere,” said Mr. Raut and added that 49 NCP MLAs were still with Mr. Sharad Pawar. He equate Saturday’s developments “to be worse than Indira Gandhi’s Emergency”. “This is low-level politics. The CM of Maharashtra was sworn in and Maharashtra did not know. This is a black day for the country. The BJP has done black-marketing of the Raj Bhavan. Indira Gandhi’s Emergency should not be called black day any more because this act is even worse. If you [BJP] had majority, why did you do swearing-in secretly? Also, if you [BJP] have majority, why wait till November 30? The Governor has used one rule for us and another for the BJP. Narendra Modi’s image has been shattered by his own party. Our MahaVikas Aghadhi will prove majority in Assembly. Even if we are invited by the Governor right now, we can prove majority,” said Mr. Raut. He also criticised Mr. Ajit Pawar saying, “It is not true that Sharad Pawar knew about this. Ajit Pawar took a fake document to the Governor which he accepted and gave him the oath. BJP thought Ajit Pawar will bring 40-50 MLAs, he betrayed his party and BJP betrayed him. This is the worst act of Ajit Pawar’s life by betraying Sharad Pawar.”
